Something terrible happened in Upper Carmen, Barangay Puerto, Cagayan de Oro in the evening of August 15. A big 10-wheel truck, loaded with, I-don’t-know heavy things, broke down in the middle of the highway in Upper Puerto--that portion where they are fixing. The incident caused a monstrous traffic jam that stretched for kilometers on both side of the highway.
